Synopsis: Victor John Kennedy, Vicky to friends and Victor (not Agent Kennedy) to his informants, is a vaguely Catholic former Amherst student communist who conviently "outgrew" his radical beliefs after graduation when he realized that the most lucrative and secure career path for someone with a master's in Criminal Psychology was in the federal government. Now, at the age of 36, he's a gay and deeply closeted FBI asset handler in the organized crime division, working confidential informants to gather intel on mob and cartel violence with promises of safety, amnesty, and-or reduced sentences. Vicky's a likeable guy who easily builds rapport with just about anyone and meets a decent number of people outside of work as a volunteer cadaver dog handler, but he comes home to a quiet phone and nobody other than his two dogs every night because he never lets that chameleon-like tendency lead to genuine closeness.
Vicky got stabbed by his informant last year and ended up on the radar of Boston's Partriarca crime family, which landed him a mandatory transfer to the Newark, NJ field office, where he's spent the past three months trying to make friends and adjust to life outside of his native Boston for the first time to mixed success. He's deeply homesick, even if he didn't actually leave any friends behind, and he's starting to realize just how alone he is—at the same time as the cracks in the excuses he makes for an audience of one grow thinner with every headline and his carefully arranged life starts to buckle under the strain of years of cognitive dissonance.

Undressed, Vicky has minimal, golden-brown body hair, and an erratic peppering of short scars from stab wounds (7) paired with several long, linear, deliberate surgical incision scars on his abdomen, slightly darker and pinker than the surrounding area because of their newness. They sometimes cause him a little lingering pain due to scar tissue and lasting internal damage; particularly observant characters might notice that he's a little careful about what he eats without ever verbally expressing that restriction. He avoids situations in which he has to remove his shirt.
AURAL: Vicky has a strong Boston accent, the following speech patterns being the most notable: 1) dropping Rs (car β cah) 2) injection of the /ah/ sound (the classic Harvard Yard β Hahvahd Yahd shibboleth) 3) intrusive Rs (saw a film β sawr a film; idea β idear).
ABOUT: Victor Kennedy, "Vicky" to close friends, is a 36-year-old FBI asset handler in the organized crimes division who transferred to the Newark, NJ field office three months ago after a lifetime spent in his native Massachusetts. He works primarily with mob informants, and was forced to transfer to another city after his last CI panicked and stabbed him seven times, nearly costing him his life and bringing him onto the mob's radar. He's been in Newark for 3 months now, and he isn't particularly enjoying the change; even though Jersey and Mass aren't that far apart geographically or culturally, he's homesick.
On the whole, he is excellent at his job, and he has the ideal personality for a source handler: Vicky is very grounded and approachable, patient, projecting a calm, laid-back, understanding air. He's good at reading people and figuring out what they want, approaching them where they're at, and making himself genuinely likeable to the informants he works with. He seems like someone who is on the informant's side—and he is willing to bend ethics, look the other way, and do favors other agents might not be so generous with if it means securing cooperation. He takes it as a matter of personal pride and reputation that his assets remain productive and safe long enough to make it into the promised witness protection, even if that does lead to an unfortunate degree of genuine fondness that sometimes pushes a little bit past what is advisable for a man in his role. While he never truly lets his guard down and becomes friends, he is able to genuinely like the informants he works with and come to care about their wellbeing — which added an unfortunate emotional angle to his recent stabbing.
Despite the ease with which Vicky builds rapport with violent criminals from very different walks of life than his own, he struggles to open up and allow people into his personal life or make deeper friendships, which is really doing him no favors now that he's moved to an entirely different area. He's a very, very private person, and he's uncomfortable sharing personal information with other people, even the law-abiding ones - in part because he's still very closeted at 36 years old, a Grindr grayface who never does more than occasional anonymous hookups despite wishing that he "could" pursue so much more.
Vicky's only dated a handful of times, four months at the absolute longest, but has never gotten so far as to even move in with a partner. He'd entered into an ill-advised relationship with (to his knowledge) the only other gay man in the Boston field office about three months prior to the stabbing that put him into the hospital; they broke up shortly thereafter because Vicky didn't want him repeatedly visiting him in the hospital because of how it would look, exemplifying the timidness that has kept his relationships with men who are more confidently out or semi-out from going anywhere. He doesn't see himself as being in search of a long-term relationship or wanting one, but he does, and he knows that he's not getting any younger and is starting to feel the urge to settle down—it's just hard when so much of his world is so difficult to explain to civilians and he doesn't really have the skillset to try.
Outside of work, Vicky's free time is taken up by two passions: he's a runner, spending at least an hour running in the morning before work every day, and he's an active member in his local working dogs' club—he owns two, a black two-year-old standard poodle named Nelson, with whom he competes in obedience trials, and a four-year-old liver-and-white English Springer Spaniel named Charlie, with whom he is a volunteer cadaver dog-handler team working with the local PD.
BACKGROUND: Vicky is the eldest of four children from an Irish Catholic family with relatives dotted through Springfield and Boston; he has no relation to the Kennedys. His parents both worked, landing the family a solidly middle class position because of the added economic strain of four children in a HCOL area.
Vicky's more of a Catholic-flavored agnostic than a regular Mass attendee, but he doesn't hold any particular ill will toward the religious establishment and has a soft spot for other more routinely practicing Catholics. He attends services around Easter and Christmas and periodically (but irregularly) confesses; Lent is a coin flip from year to year. His belief in God and the Virgin Mother is more just a quiet background element to his understanding of how the world and the universe work than a major focal point of his life; Vicky doesn't believe that God needs or requires fervent worship.
Religion does reliably come to the fore for him in situations when he's scared or desperate for help - such as when he got stabbed - and he keeps a wooden rosary on his bedstand and another wrapped around the rearview mirror of his assigned vehicle as an unconscious comfort thing. It's important to note that his internalized homophobia has zero religious basis; he's certain that God is fine with it and he's comfortable in his sexual preferences—his coerced choice to remain in the closet is solely because of the threat of workplace discrimination.
Vicky's closest to his sister Mary, the second eldest from whom he is only 18 months apart, and not all that close to his two younger brothers; prior to the stabbing, he saw her two children, his niece and nephew, from time-to-time and enjoyed being an uncle. His parents are still married and his relationship with them is fairly healthy, though he's never come out to them (they've had their suspicions for a long time regardless, and have chosen to just never bring it up).
Vicky earned his undergraduate degree in Psychology at Amherst College, during all four years of which he was a student communist very involved in on-campus protests. Vicky's high-water mark came in the form of a protest-turned-riot in Boston his junior year of college, during which he picked up a Molotov made by someone else and threw it into the busted-out window of a police car, causing complete destruction of the vehicle—he was never caught, and the FBI knows neither the felony he committed nor his undesirable ideological background. It's a secret Vicky plans to take to his grave.
After graduation, Vicky, still a communist, pursued a Master's of Science in Forensic Psychology, his intention being to use his degree to work in legal advocacy for the incarcerated and to perform academic research on rehabilitative, not punitive, justice—but, over the next three years, the more and more case studies he read, the more his opinion began to shift into the belief that some people are too irredeemable to be rehabilitated, or too evil to deserve rehabilitation. After his graduation suma cum laude, he began to look at career options—and meeting with a visiting FBI recruiter for shits and giggles suddenly turned into the opening of a door to a very promising career. All he'd have to do is check what little of his undergraduate ideology he'd retained at the door and start climbing the ladder. So he repressed it—"outgrew" his remaining communist leanings—and did.
Vicky was 25 when he began his career in the FBI, and for the past six years, he's worked specifically with handling informants in organized crime rings - usually mob or cartel members who get 'flipped' and subsequently coerced into wearing a wire or reporting sensitive information at the risk of their lives to avoid whatever charges the FBI is able to get them on. Before that, though, he did at one point gather intelligence on leftist organizers, something he found difficult to stomach and tries not to think about.
Vicky still carries a lot of deeply repressed guilt and moral discomfort over the way he used his own knowledge and experience in said groups and ("previously") shared political beliefs to make his formerly-fellow communists and antifascists trust him enough to gather names. When Vicky turned over her name and identified her connection to multiple property crimes, the organizer of the group he infiltrated, who in particular had showed him genuine kindness to include offering to help him with rent, was indicted on federal terrorism charges two weeks after he washed tear gas out of her eyes at a protest. He knows that she's doing federal prison time because she trusted him, but he doesn't know how long and has chosen not to learn the details or even whether or not he was the one who betrayed her.
This creates a serious issue that effectively traps him in a very isolated existence of his own making—the connections he does make with people today are made with the sorts of people that he can like but not truly bond deeply with because they're the kinds of people drawn to the person he presents, not his real self. The people who do agree with the repressed beliefs he still carries, meanwhile, either know not to trust him from the outset, and/or would likely feel the same disgust he feels with himself after selling out for the sake of career advancement and job security.
Today, Vicky's work is relatively abstracted from the political sphere, and with more clear-cut "bad guys" to go after, he enjoys his job and has shown himself to be very good at it. While he, like anyone else, has had informants discovered and killed, he was operating at a better rate than most of his peers—up until JOHN DOE, a 25-year-old asset associated with the Patriarca crime family, broke under the extreme psychological pressure of what he was doing and stabbed Vicky seven times across the console of the car they were meeting in in a remote area.
Vicky, seriously wounded with internal bleeding from multiple injuries, tried to reason with him and begged him to call 911 and stay in the area, telling him that it wasn't destined to be a charge for murder of a federal officer and that he could make it go away. But JOHN, seeing the reality of the situation and thinking Vicky was certainly going to die, panicked and ran—at which point Vicky pulled his gun and shot him three times in the back, killing him some twenty feet from the car, out of fear that he'd become violent and embroil civilians in his desperation to escape.
Once Vicky was released from the Boston Mercy ICU, an internal investigation was opened into the shooting death of asset JOHN DOE. His actions were found to be justified, but upon his return to duty, he was informed that the incident had brought him as an individual onto the radar of the Partriarca crime family, and that he would be transferred to the Newark office. Desperately wishing to stay in his native Massachusetts, Victor tried to dispute the orders, but ultimately was not successful.
